Construction Product Certification with CREPIM

Construction Product Regulation (CPR): A Regulation for all !

Since July 2013, CPR uniformly applies. It has the advantage of unifying the EC marking in all European countries, including those, such as the United Kingdom, Ireland, Sweden and Finland, which had not integrated its mandatory character.

Actually, EC marking has changed: Previous Construction Product Directive (CPD) gave a «suitability for use» statement by showing compliance to harmonized standard or European Technical Agreements Guides (ETAG). From now on, CPR describes a «performance conformity» declared by the manufacturer. Also, ETAG are replaced by European Assessment Document (EAD) and European Technical Agreements already delivered are now known as ETE (European Technical Evaluation).

If a product is not described by a Harmonized standard or an existing EAD; manufacturers willing to obtain an ETE (and the EC marking) shall contact the Technical Evaluation Body (One per country, CSTB in France) to adopt an EAD. This voluntary approach was a request of the European Commission wishing to replace the concept of accreditation by the evaluation.

EC marking is mandatory for every product covered by a harmonized standard or an ETE. Nevertheless, three exceptions are clearly described: Tailor made products used in a unique structure, products manufactured on site and renovation of historic monuments.

How CREPIM can accompany you in your EC marking process ?

The new Construction Products Regulation defines different levels of attestation of conformity. These are defined by the European Commission for the characteristics covered by the EC marking of each product.

Products which performance may be influenced by the manufacturing process (addition of flame retardants for example) are submitted to the system 1 of attestation of conformity. Consequently, the manufacturing process as well as the initial type testing (including sampling) have to be controlled/performed by a certified body.

System 2 of attestation of conformity is shortly represented and concerns products submitted to manufacturing process control.

Products which performances are not influenced by the manufacturing process are submitted to system 3 of attestation of conformity. In this case, manufacturers have to declare the performance obtained in Initial Type testing. More precisely, Reaction to fire tests (or resistance to fire tests if applicable) shall be performed by a notified body.

System 4 of attestation of conformity relies on auto-declaration. This system requires neither Initial type testing nor the intervention of a notified body.

In this context, CREPIM is recognized by European Union as a certified body system 1 and a notified body system 3. Hence, CREPIM can assist you in the EC marking procedure.
